   Missile air.  defense system is in part due to the design 
   of.  the Iraqi SCUD B Missiles. The fact that the SCUD.  
   does not eject it's booster makes for a larger.  cross 
   section and an easier intercept. In addition.  it is 
   believed that the predictable ballistic trajectory.  of the 
   SCUD further adds to the chance of intercept.  This is the 
   first time an antimissile missile has been.  successfully 
   used in combat, surprising quite a number.  of people 
   because the Patriot was NOT originally designed.  as an 
   antimissile weapon. The Patriot was originally.  an anti-
   aircraft missile, but in the late 70's it was.  realized 
   that it could be converted to Tactical Ballistic.  Missile 
   (TBM) interceptor. The first stage of the process.  of 
   conversion, designated PAC-1, was to upgrade the software.  
   that guides the radar and the missile itself. The second.  
   stage, which nearly was killed by Congress, and actually.  
   saved by Dan Quayle (yes Dan Quayle), was known as PAC-2 
   and.  invovled loading the missile with a larger warhead 
   and (cont.).  better fuze. The larger warhead is more 
   effective in destroy-  ing TBM's in that the warhead

   a quick comparision, the incoming SCUD will be going about. 
    MACH 6 in it's descent, compared to about MACH 24 for an.  
   incoming ICBM. The Patriot would be unable to handle 
   something.  as fast as an ICBM. Each Patriot missile costs 
   around $540,000.  US dollars, and it is standard doctrine
